Rustem Sulteev joined the billionaire circles as one of the owners of the TAIF Group, a gigantic regional holding company with assets in the Republic of Tatarstan. The company has become a share-holder in most of its oil refineries, chemical factories, power plants, gas stations and construction companies in the mid-90s, i.e., the Russia's privatization period.
